BAC advocates meet with lawmakers to push for legislative change on consumer data practices

More than 125 mortgage brokers and industry professionals gathered in Washington, DC, this April to push lawmakers to take action against trigger leads.
The event, organized by the Broker Action Coalition (BAC), was part of the group’s annual Advocacy in Action Fly-In, a three-day campaign to bring the independent broker voice directly to members of Congress.
From April 8–10, 2025, brokers met face-to-face with lawmakers in 39 congressional meetings, amplifying calls to pass the Homebuyers Privacy Protection Act (H.R. 2808), which would ban most uses of trigger leads, a practice where credit bureaus sell a consumer’s data after a mortgage inquiry.
Rep. John Rose (R-TN) signed the bill live on stage with Brendan McKay, BAC chief advocacy officer, before walking it over to reintroduce it in Congress.
“Having Rep. Rose sign the bill on stage, surrounded by mortgage brokers from across the country, was more than symbolic—it was proof that when brokers show up, we move the needle,” McKay said. “H.R. 2808 is about protecting consumers, restoring trust, and making sure the credit bureaus can no longer sell consumer data without consent.
“It’s long past time to close this egregious loophole and put an end to abusive trigger lead practices.”
The bill, along with its Senate counterpart S. 1467, seeks to amend the Fair Credit Reporting Act to sharply limit when and how trigger leads can be used.
Event highlights
The BAC event kicked off on April 8 with roundtable sessions focused on veteran and Black homeownership and local legislative updates. Representatives from groups like the Veterans Association of Real Estate Professionals (VAREP), Vetted VA, and the Black Mortgage Professional Alliance (BMPA) joined BAC leaders to lead the discussions.
The second day, or the “training day,” gave brokers an eight-hour crash course on market challenges, legislative priorities, and how to effectively advocate. Sessions included speakers from the National Association of Realtors (NAR), National Association of Hispanic Real Estate Professionals (NAHREP), VAREP, and industry leaders from Rocket Pro, UMortgage, PRMG, Gold Star Mortgage Financial Group, and others.
Attendees also heard directly from senior staffers on the House Financial Services Committee during a panel titled “The Backbone of Capitol Hill,” where congressional staffers offered behind-the-scenes insight on how policy decisions get made.
On the third day, BAC advocates headed to Capitol Hill for in-person meetings, carrying firsthand stories about how legislation like the Homebuyers Privacy Protection Act directly affects homebuyers, brokers, and local communities.

“Grassroots advocacy works,” said BAC executive director Rachel Clark. “When brokers come together, we’re not just telling our story—we’re shaping the future of this industry. I’m incredibly proud of the passion our attendees brought to Washington, and we’re just getting started.”
The BAC’s high-level advocacy efforts were made possible through support from both corporate and individual donors.
