In concept, this is a great move forward by HUD's PD&R. However, what they are not saying is that not all public housing authorities are required to report this information, which makes the 5 percent sample non-representative of the US as a whole. Any public housing authority designated at a Moving to Work (MTW) site since 2004 does not have to report these data. This includes Atlanta -- a site that has demolished all of its project-based public housing.

The last comment is incorrect. Moving to Work (MTW) housing agencies are required to report to HUD. The PUMS data include data for MTW housing agencies.
