Stealing a loaf of bread warrants handcuffs. Stealing homes and throwing families to the streets does not warrant handcuffs. Rather than force big time criminals out of business, it is more lucrative to shake them down for wrong-doing now and then.
Had the state officials of old maintained that methodology the Coso Nostra and other mafia groups would still be in business and never see the interior of a jail cell.
