The federal government wants more homeowners to know about a federal program that lets borrowers refinance mortgages on properties that have lost value

    HARP type refinancing needs to include those borrowers that did an 80/20 or a 100% financing that has never been sold to Fannie or Freddie. Then the refinancing will pick up again.

    How many borrowers have not refinanced since 2009? If you couldn't refi under HARP before this, you probably can't now. They need to get off that 2009 date and allow people who used HARP in 2010 and 2011 to lower their rates again.

    John Cannon hit the nail on the head. Get rid of the 2009 date and let borrowers who have used harp get a second bite at the apple.
