Many of the 1.2 million people who have taken advantage of HAMP will see their monthly mortgage payments spike as the program expires

    This article is inaccurate. The payment changes are not due to HAMP "expiring", but rather to limited, fully-disclosed increases. Unlike ARM's, these increases will typically only occur for 1-3 years, at 1%/year. Those changes were fully quantified in the HAMP agreement.
